1. Presentation on Aid for Trade
Mr. Richard Manning, Chairman of the DAC, will inform Delegates about the upcoming special DAC meeting on aid for trade, to be held on Thursday, 27 October. The DAC will discuss, in particular: (i) how aid for trade can best adhere to the principles for aid effectiveness, e.g. based on local ownership, aligned around national systems and strategies, harmonised donor efforts and managed for results; and (ii) what are the most effective operational mechanisms to deliver aid for trade? The meeting is organised to contribute to a favourable environment for a successful outcome of the Hong Kong WTO Ministerial Conference. Members of the Trade Committee are welcome to participate in the meeting.
2. Update on the follow-up to the Trade and Structural Adjustment Project (TASAP)
The Secretariat will introduce this item by informing Delegates of TASAP follow up work on designated sectors that is to be undertaken within the Trade Directorate, on the basis of approval granted by the Working Party, as well as proposed horizontal work under the Globalisation and Structural Adjustment project that has been submitted for approval under the written procedure. The latter, horizontal proposal is also being considered in parallel by Delegates to the Employment, Labour and Social Affairs Committee.
3. Work in progress
The Secretariat will update Delegates on developments in ongoing work and answer any questions that Delegates may wish to raise.
4. The DDA and the road to Hong Kong
Members and Observers are invited to express their views on the current state of play and recent developments in the DDA negotiations in Geneva, as well as on prospects and priorities in the lead-up to the 5th WTO Ministerial in Hong Kong.
5. Special and differential treatment
a) Special and differential treatment: Status and prospects of Doha round proposals
In July 2005, the Secretariat presented a first version of this paper focused on the negotiations on special and differential treatment outstanding from the Marrakech and Doha Ministerials.
This revision takes on board the various suggestions and comments from the Working Party.
b) Report on the Global Forum in Barbados
The Secretariat will present an oral report of the highlights of the Global Forum on special and differential treatment held in Barbados in June 2005. The rapporteur’s summary will be made available to Delegates.
6. Recent important developments in trade and trade policy
As at each Trade Committee meeting, Delegates are invited to share information and discuss recent developments in policies or practices that may significantly affect trade relations or the functioning of the multilateral trading system. If possible, Delegates are encouraged to notify the Secretariat in advance of issues or topics that they wish to address.
7. Other business
Delegates will have the opportunity to comment on the 7th informal CSO consultation held on 24 October and to provide an assessment of the proceedings of this 142nd Session of the Trade Committee.
