Outcomes of the Symposium, 29-30 November (a.m.) 2006
Mapping out Good Practices for Integrity and Corruption Resistance in Public Procurement
The Symposium validated the findings of the survey among OECD and observer countries to map out good practices for enhancing integrity in public procurement.
The draft report was recognised as a significant step forward on the international arena for enhancing integrity in public procurement. Participants praised, in particular, its focus on:
-
Good practices, i.e. concrete measures that practitioners can use in their daily work for promoting integrity and corruption resistance in public procurement;
-
All stages of the public procurement, not only the bidding process but starting from the needs assessment to the contract management and payment, which were considered equally at risk.
The final publication will be available in May 2007.
Outcomes of the Global Forum on Governance, 30 November (p.m.) -1 December 2006
Sharing Lessons on Promoting Good Governance and Integrity in Public Procurement
The Symposium was immediately followed by the Global Forum on Governance launching a structured policy dialogue on good practices between countries at different levels of economic development to cross-fertilise practices.
Countries recognised that they face similar challenges even though they are at different stages of their “reform journey” of public procurement systems (e.g. the professionalisation of procurement as a strategic function for the use of public funds). Consensus was reached on enriching the final report with good practices from developing countries and international organisations with relevant experience.
In line with Forum conclusions, key results and identified good practices will be disseminated, to both policy-makers and practitioners in an appropriate format (e.g. short policy brief for decision makers, detailed report for practitioners).
