SHA Manual Revision Consultation November-December 2010
Following worldwide consultations on proposals in the revision of the System of Health Accounts (SHA) Manual in 2008/2009, and taking into account the many comments received, in December 2009 IHAT agreed to refocus the work giving priority to the foundations of the System.
As part of the refocusing the Manual is to be split into two parts:
• Part 1 Foundations of SHA, (Chapters 1 to 7)
• Part 2 Further classifications, applications and methods (Chapters 8 to 16)
A full draft of the SHA 2.0 (SHA-REV-T1001) and Annexes (SHA-REV-T1002) has been prepared in October 2010.
Chapters 1 to 8 were the subject of the consultations in June and July 2010 and the revised versions are now considered close to final
Chapters 9 to 16 have received varying amounts of scrutiny and some chapters need further refinement as is also the case with some Annexes to the Manual.
The Manual is to be finalised in January 2011, and in order to meet the timetable, comments on the draft are requested from interested parties.
Comments particularly on i) Draft Chapters 9 to 16; ii) SHA 2.0 Draft Annexes; and any other comments on the draft Manual are sought by 17 December. A questionnaire [SHA-REV-T1003] is posted to assist your response if you wish to use it.

After finalising the text of the Manual, IHAT will then submit it for approval by the three sponsoring organizations and then for publication.
