Recommendation du Conseil concernant la politique et la la gouvernance réglementaires
Le Conseil de l’OCDE a approuvé, le 22 mars 2012, la Recommandation du Conseil concernant la politique et la gouvernance réglementaires. Ce faisant, le Conseil a approuvé les lignes directrices et principes internationaux les plus détaillés et innovants sur la qualité et la performance réglementaires à mettre en œuvre par les pays membres.

Mieux légiférer en Europe : France
L'OCDE a lancé, en partenariat avec la Commission européenne, un projet pour examiner l’évolution de la gouvernance réglementaire dans 15 pays de l'OCDE, dont la France. Chaque rapport fait l’analyse des questions clés qui sont nécessaires pour dégager le cadre de référence futur pour une bonne gestion de la politique et des réformes de réglementation.

Italy: Better Regulation to Strengthen Market Dynamics (disponible uniquement en anglais et en italien)
Italy has made significant progress using regulatory reform since the first OECD review in 2001. Administrative simplification and the increasing role of competition policy, combined with devolution of state powers to regions, have helped. But there are still key challenges for regulatory policy and its implementation, including enforcement, capacity in the civil service, impact analysis for evidence-based decision making, and building a culture of consultation. The current global economic crisis is an opportunity for Italy to further clarify how the state intervenes in the economy, to improve multi-level co-ordination, and to expand competition in specific sectors.

Risk and Regulatory Policy: Improving the Governance of Risk (disponible uniquement en anglais)
We expect governments to protect citizens from the adverse consequences of hazardous events. At the same time it is not possible or necessarily in the best interest of citizens for all risks to be removed. A risk-based approach to the design and implementation of regulation can help to ensure that regulatory approaches are efficient, effective and account for risk/risk tradeoffs across policy objectives. Risk-based approaches to the design of regulation and compliance strategies can improve the welfare of citizens by providing better protection, more efficient government services and reduced costs for business.

Regulatory Reform for Recovery: Lessons from Implementation during Crises (disponible uniquement en anglais)
Does regulatory reform play an important role in helping countries recover from crises? Do crises pose particular challenges for the implementation of regulatory reform programmes? This study aims to answer these questions based on case studies of OECD countries’ regulatory reform responses to past crisis episodes. As countries are focusing their efforts on strategies for economic recovery from the global financial and economic crisis of 2008-09, the findings of this study should be timely for policy makers seeking to design, adopt and implement regulatory reform.
