Background

Reviews of Higher Education in Regional and City Development are the OECD's vehicle to mobilise higher education for economic, social and cultural development of cities and regions. Reviews analyse how the higher education system impacts upon regional and local development. They facilitate stronger collaborative work and capacity building.

In 2008-2010, the OECD Reviews of Higher Education in Regional and City Development are reaching out to 15 cities and regions in 11 countries. The reviews are carried out by the OECD Programme on Institutional Management in Higher Education (IMHE) in collaboration with The World Bank and other OECD directorates and programmes which also conduct separate reviews of regional innovation systems.

The aim

This roundtable meeting took stock of progress made in the regions involved the OECD Review of Higher Education in Regional and City Development in 2008-2010.

The aim of the meeting was:

• to provide opportunities for shared learning between the regions and their HEIs and for networking between the regional co-ordinators
• to provide opportunities for regions to give feedback on how to make the review process more meaningful
• to discuss issues linked to human capital development, regional innovation and capacity and partnership building
• to identify ways to maintain the growing international network of HE and regions
• to share ideas for the forthcoming third round of reviews
• to introduce new regions that have joined to process or are planning to do so

Programme

The meeting consisted of:

• Presentations by the OECD representatives on the following topics:
  • Regional Innovation
  • Human Capital Development in cities and regions
  • Developing Entrepreneurship in cities and regions: HEIs' role

• Presentation on the Bío Bío region that was the first region of the second round to undergo the OECD/World Bank review (August 2009): views from the region and the expert team

• Presentations by regional co-ordinators on how to involve HEIs and  stakeholders in the capacity and partnership building process.

Participants

The meeting was intended for regions taking part in the OECD reviews. Up to five representatives from each region (including universities and their key stakeholders) were invited to participate. The meeting was also open to experts involved in the OECD reviews, as well as regions and their HEIs that have already joined the third round of reviews, or are planning to do so.
