The Paris Declaration on Aid Effectiveness stresses the importance of results-oriented frameworks to improve aid effectiveness and to assure better pro-poor outcomes. Ex ante Poverty Impact Assessment (PIA), as developed by the DAC Network on Poverty Reduction (POVNET), helps donors and developing countries better assess the impact and outcomes of their policies and programmes on the poor and vulnerable. In this way, it contributes to increasing donor policies’ impact on poverty reduction and pro-poor growth. Through the use of a standardized set of matrices the PIA process also fosters harmonization of donor practices, in line with the Paris Declaration on Aid Effectiveness.

Who are the main stakeholders and institutions involved? Which transmission channels are the most effective in reaching the poor and vulnerable? What is the best way to tackle the risks faced in pursuing these interventions? By addressing these and other questions, the Practical Guide to Ex ante Poverty Impact Assessment helps staff in aid agencies and their developing country partners to plan and execute PIAs and to interpret their findings. The POVNET Task Team on Poverty Impact Assessment is now in the process of scaling up the approach among donor agencies, raising awareness and promoting partner country buy in. The Task Team liaises closely with the PSIA (Poverty and Social Impact Analysis) Network to ensure synergies and complementarities in the two approaches.
