Biography - Sylvain Giguère

Position: Head, Local Economic & Employment Division (LEED)

Sylvain Giguère was appointed Head of the LEED Division in November 2008. He manages a team of economists, analysts and support staff based at both the OECD Headquarters in Paris and the OECD LEED Centre for Local Development in Trento, Italy.

A Canadian national, Sylvain joined the OECD in 1995, first to work in the Directorate for Employment, Labour and Social Affairs (DELSA). In 2002 he was appointed Deputy Head of the LEED Programme, where he developed a policy research agenda to provide guidance on how public policies can be

 

 

 

 

 

 

 

 

 

 

better co-ordinated and adapted to local conditions to improve economic and social outcomes. This work has produced a broad range of policy lessons, from labour market policy to economic development, and attracted considerable interest from both OECD and non-OECD countries, and from civil society.

Previous experience

Sylvain’s work has been published widely, not only by the OECD but also by Palgrave Macmillan and Nikkei among others. He studied economics at University of Quebec in Montreal and Queen’s University (Kingston, Ont.), obtaining a BSc and MSc and specialising in labour demand modelling, and holds a PhD in economics from University Paris I (Pantheon-Sorbonne), on policy implementation in conditions of interdependence.
