Public Sector Pay and Employment Survey

The Public Sector Pay and Employment Survey (PSPE) aims to gather comparable data on public employment and remunerations across countries. Employment and remunerations are indeed two essential variables of inputs for governments in general, and two of the most important levers of public management reforms.

Presently, because of methodological difficulties, no international comparative data exist on public employment that give practitioners good comparable information on the size and weight of employment in the public domain across OECD member countries. Across countries, and even within countries depending on the source of information, the definitions of "government organisations", "the public sector" and "the public domain" vary significantly. Thus, GOV has been mandated to develop a new methodology to gather comparable data on public employment.

GOV’s new methodology responds to specific requirements:

  • Consistency of the data across countries:  The data gathered through this new methodology will be consistent across countries.
  • Governance approach and consistency of the data with the National Accounts: While the new methodology is based on a classification that has a governance approach, GOV has made sure it is consistent with the sub-sector institutional classification of the National Accounts. This will allow interesting further comparisons and data crossing between employment data and financial and economic data.
  • Minimum additional efforts by OECD member countries: GOV intends to carry out this project without asking countries to create data that do not pre-exist.

The 2006 update has been sent out to member countries. The survey is now called "Comparison of Employment in the Public Domain" (CEPD). The results of the survey will be shared with OECD member countries at the 2006 meeting of the Working Party.
