APEC and OECD economies have embraced similar concepts and principles of regulatory quality as the foundation for making further progress on regulatory reform. An APEC-OECD Agreement on joint work on regulatory reform was endorsed at the APEC Ministerial Meeting on 12-13 November 2000 in Brunei Darussalam. Programmes of joint work and cooperation between APEC and OECD, are based on the premise that ongoing workshops, conferences and seminars, help to establish durable networks and share experiences. As such, they are more valuable than one-off events.
To date, there have been three phases of work to the ongoing APEC-OECD co-operation (see below background information to the programme for joint APEC-OECD work). The most recent APEC-OECD policy roundtables took place in Cairns, Australia, on 28 June 2007 and Lima, Peru on 25-26 February 2008. The APEC-OECD agenda for 2009 includes:
-
Developing the theme of regulatory reform for the 2009 Economic Committee report;
-
Further self-assessments using the APEC-OECD Integrated Checklist for Regulatory Reform;
-
Converting the Good Practice Guide on Regulatory Reform into practical steps that economies can take to implement the principles;
-
Strengthening capacity building initiatives;
-
Developing a process for the Economic Committee to undertake self or peer reviews of institutional frameworks and processes to implement structural reform.
The Chair of the APEC Economic Committee for 2009-10 is Dr. Takashi Omori. Singapore is the host economy for 2009. The first meeting, on 19-20 February, will include a policy roundtable with a focus on the implications of the global financial crisis for structural policy.
