Facilitating International Scientific Cooperation

Four documents are available for those seeking to establish new scientific projects that are international in their own right, that is, they are not simply extensions of any particular country’s existing efforts:

In 2005, the OECD Secretariat prepared a paper that describes a particular model for setting up a collaboration based on a Memorandum of Understanding between governments or institutions.  The paper includes a template MOU (in the form of a Word document) that can be edited to suit the requirements of a given project. In 2004 the Delegation of the United States hosted a workshop that brought together laboratory administrators and funding agency officials.  Their goal was to exchange information and compare management practices and requirements associated with establishing large international research facilities.  Among the topics considered were: options for legal/managerial/organisational structures, approval and review procedures, funding mechanisms, contingency and escalation in costing, oversight, and risk assessment. Click here.

In 2003, at the initiative of the Delegation of Japan, the Global Science Forum convened a  workshop aimed at identifying principles of best practice in creating and sustaining research co-operation. Participants studied the launch and management of coordinated programmes based in more than one country; the design, construction and operation of large-scale centralised facilities; and the creation, linking and maintenance of large databases. In 2001, following the successful establishment of the Global Biodiversity Information Facility, the Global Science Forum asked one of the participants in the negotiations – Mr. Eric James of Australia - to extract lessons learned from the lengthy and complex process that resulted in the creation of GBIF.  Click here.
