Netherlands : Ambassador, Permanent Representative to the OECD

Mr. Joan BOER

Mr. Boer was born in 1950. From 1975 to 1979, he was the regional and national representative of the Netherlands Volunteer Service in Kenya and Rwanda, and then from 1979-1986 desk officer in the Research and Technology Programme at the Ministry of Foreign Affairs. He then headed the Food Security, Nutrition and Food Aid Programme in the Ministry of Foreign Affairs until 1990.


From 1990 to 1993, Mr. Boer held the position of Head of Division for Southern America and was Acting Director for Latin America at the Ministry of Foreign Affairs. In 1991, he accomplished a six-month special assignment as co-author of major policy document (“A World of Difference”). From 1993 to 1996, he headed the technical advisory unit and was Director of the Special Programmes Department at the Ministry of Foreign Affairs, before directing the Rural and Urban Development Department from 1996-1998.


From April 1998 to September 2003, until his appointment as Permanent Representative of the Netherlands to the OECD, Mr. Boer acted as Deputy Director for General International Co-operation at the Ministry of Foreign Affairs. He was in charge of bilateral co-operation, non-governmental organisations, environment and sustainable development, education and research, social development, evaluation and monitoring and policy development.


Mr. Boer is also member of various boards of national and international organisations, NGOs and private foundations, both as citizen and in official capacities. In addition, from 1998-2002 he was the President of the Club du Sahel and West Africa.


Ambassador Boer took up his post with the OECD on 7 June 2004.
