Co-operation between the European Commission and the OECD has been strengthened over the last years. Their work and methods are complementary, and this represents a great asset on which both organisations should draw to achieve better results in the future. It is of high importance in this context to put in common the efforts devoted by OECD and the EU to inform people and display information.
In the context of the MAP project "Stigma of failure and early warning tools", DG Enterprise and Industry organised a Conference on Insolvency and Fresh Start after Business Failure in Brussels on 28th March 2006 with a focus on bankruptcy prevention, tackling the stigma attached to business failure and promotion of a fresh start.
Speakers from academia, the European Commission, international bodies, Government representatives and entrepreneurs dealt with topics such as:

Commission's activities linked to insolvency;

Insolvency law - some initiatives and guidelines at international level;

Legal approaches to insolvency - focus on business continuity;

How closing and re-starting a business is experienced;

Support services and schemes for entrepreneurs facing financial difficulties.
The Conference attendees gathered Government representatives and interested stakeholders (insolvency practitioners, European and national business organisations, etc) mainly from EU countries.
The OECD Centre for Entrepreneurship, SMEs and Local Development (CFE) presented the preliminary results of the OECD Policy Indicator Questionnaire on Bankruptcy carried out within the framework of the OECD Action Plan on SME and Entrepreneurship related Statistics.
