Security issues: Consideration of actions to be taken
following the events of 11 September 2001.
Shipping policies.Development of common shipping policies
and exchange of information on shipping policy developments
both within and outside the OECD.
Preparation for the WTO. Laying the basis
for a pragmatic shipping-oriented approach to the negotiations
on maritime transport services.
Safety and the environment -- substandard
shipping. Combating substandard shipping to achieve better
ship safety and the protection of the environment through the
involvement of the entire maritime industry.
Dialogue with non-member economies. Promotion of the
liberalising principles that underlie the OECD's maritime
policies, exchange of information on policy developments and
discussion of important multilateral activities.
Availability of seafarers. Examining the
impact of developments in ship design and construction,
technology and management and operational practices on the
demand for ship crew, in terms of numbers and skill
levels.
Treatment of support measures. Collection
and assessment of information on support arrangements granted
by OECD Member countries and certain non-member economies, so
as to provide a basis for policies designed to achieve
competitive conditions for OECD fleets.
Regulatory reform -- Competition policy.
Examining the significance, direction and means of regulatory
regimes to improve economic efficiency and the ability to adapt
to change and increase productivity.
Cargo liability regimes. OECD consideration of ways to
modernise existing regimes.
