Wednesday, the 24 February 2016 marked the launch of the Inter-Agency Social Protection Assessments (ISPA) website (www.ISPATools.org) and with it a public access to a set of instruments aimed at improving social protection for all. The OECD has been at the forefront of the development of the ISPA process and associated tools. We are proud to have been involved in this initiative, which will help the international community provide consistent, reliable, and credible advice to governments working on social protection on how to improve their systems.
With the support and encouragement of the G20, and the Social Protection Inter-Agency Coordination Board (SPIAC-B), a number of development partners, including the OECD, agreed to work together on the development of an interagency set of tools aiming to support governments to improve the performance of social protection systems. We are proud to launch the ISPA tools as public goods to benefit governments, international partners, and especially beneficiaries of social protection schemes in developing countries.
ISPA is a set of practical tools to help countries improve their social protection system by providing a framework to analyze the strengths and weaknesses of the overall system, of policies, schemes and programs, administrative and implementation structures in place, offering policy options for further action. ISPA provides a platform for collaboration across agencies to help craft a common vision for social protection systems and ensure a consistent, inter-agency approach to system development.
The ISPA tools have been developed by the world’s leading social protection specialists from more than 20 international organizations and development partners, with strong partnership from governments. The tools benefit from the unique expertise and know-how of the different agencies. Each tool has gone through a rigorous development and approval process that included field testing in at least two countries each. E-learning introductory modules and communication materials are also included in the site to facilitate users to understand how to apply the tools.
