Risk financing is a critical element of a resilient future. The potential gains from risk financing as part of a comprehensive approach to risk management are wide ranging and include reduced humanitarian, fiscal and economic impacts, the creation of incentives to further reduce risk and greater confidence to invest with the potential to stimulate economic growth and poverty reduction.

Strengthening OECD firewalls can only do so much to combat a phenomenon which thrives
on weak governance. This report highlights that donor agencies can support this goal through their central role in linking OECD and developing countries, and using their aid to support governments willing to tackle these issues.
The OECD’s Task Force on Tax and Development was created in January 2010. Its role is to advise the OECD Committees in delivering a Tax and Development Programme to improve the enabling environment for developing countries to collect taxes fairly and effectively.
Over the last two years, the concept of “resilience” has achieved significant attention on the international stage due to a growing recognition that different types of risks – violence and conflict, climate change, disasters, global shocks, and other risk factors such as urbanisation and ageing populations – are inter-connected.
