Today’s complex development architecture has evolved far from the North-South paradigm which typified aid relationships for many years. Today’s aid architecture is increasingly complex with new actors and new partnerships such as public-private partnerships and south-south co-operation providing additional resources for development. These changes bring both new opportunities and new challenges.
To maximize the impact of all resources and ensure that the efforts of all partners is complementary, it is important to recognise the important role of all development actors in achieving our common goals and shared principles, albeit with different responsibilities.

In 2008, the Accra Agenda for Action recognised the importance and specificities of this growing range of stakeholders. However, the Busan Partnership for Effective Development Co-operation recognises that successfully tackling poverty and inequality and building a better world for all means making joint efforts to address a range of challenges by leveraging and strengthening the impact of diverse sources of funds and knowledge.

Since 2008, the Working Party on Aid Effectiveness – a multi-stakeholder group consisting of developing and developed countries, south-south co-operation providers and civil society organizations - has been working to build stronger ties between partners and to understand how all partners can work together better to improve the impact of our individual and collective efforts on development.

In 2012 the Working Party on Aid Effectiveness will give way to the new Global Partnership for Effective Development Co-operation. This new partnership – jointly supported by the OECD and UNDP - will draw on the efforts of the Working Party to forge stronger and more inclusive partnerships for effective development.
