Measuring progress towards gender equality: where do we stand?

This seminar hosted by the Swedish Ministry for Foreign Affairs presented the OECD Development Centre’s 2012 Social Institutions and Gender Index and a Wikigender online discussion on Engaging Men and Boys in Tranforming Discriminatory Social Norms. Among key questions raised:

  • How do discriminatory social institutions - norms, laws and practices - shape social and economic opportunities for women and girls?  How can they be measured and development interventions to address them be monitored and results assessed?
  • What is the relationship between discrimination against women and development outcomes?
  • What are innovative approaches to engaging men and boys in changing discriminatory social norms and in the promotion of gender equality?

Background

Although there has been increasing attention given to issues of gender equality and women’s over the past fifteen years, persistent gender gaps on key social and economic indicators continue to impede development and economic growth. Among the drivers of unequal results in terms of development outcomes for women and men are social institutions – norms, laws, attitudes and practices – which discriminate against women and girls. The OECD Development Centre has carried out cutting edge work since 2006 on methods to measure obstacles to and progress towards gender equality. The work includes development of the Social Institutions and Gender Index (SIGI), and a web-based knowledge platform Wikigender.

While conventional indicators of gender equality capture inequality in outcomes such as education and formal employment, the OECD Development Centre Social Institutions and Gender Index (SIGI) complements these by measuring discriminatory social institutions across five dimensions including family discrimination, gender-based violence, access to resources, son bias and access to public space. The SIGI provides data for over 100 countries, enabling powerful cross country and regional analysis on the drivers of gender inequality.

Attracting over 30,000 visitors per month, Wikigender is a unique platform developed by the OECD Development Centre to facilitate the exchange and improve the knowledge on gender equality-related issues around the world, with a focus on data. In partnership with Sonke Gender Justice Network and Men for Gender Equality Sweden (Män för Jämställdhet), Wikigender has hosted a lively online discussion on “Engaging Men and Boys to Transform Discriminatory Social Norms”. The online discussion provided a rich exchange of views on how men and boys can be engaged in transforming such discriminatory social norms to achieve gender equality.
