Experts’ meeting on e-learning in tertiary education


  • How widely used is e-learning in tertiary education in Ibero-America?
  • What are the channels through which e-learning can contribute to increasing access to tertiary education and social mobility and reducing the large skills mismatch?
  • What steps need to be taken in order to reap the potential benefits of e-learning for higher education?


To share new ideas and discuss current issues, experts from Ibero-America gathered in Cartagena de Indias, Colombia on 29 October at the XV Iberoamerican meeting of distance higher education jointly organised by the Iberoamarican Association of Distance Higher Education (AIESAD) and The National Open University and Distance (UNAD).

In the Panel “La vanguardia tecnológica al servicio de la educación superior, el emprendimiento y la inclusión social”, Laura Recuero Virto, economist at the Development Centre at the OECD, presented the preliminary findings obtained in the OECD research project on “E-learning in higher education in Iberoamerica: Situation and Trends” that will be published in May 2013.

This research project is being conducted by the OECD and commissioned by The National Distance Education University (UNED) and the Virtual Center for Higher Education (CSEV). Within the framework of this project, the OECD Development Centre, in collaboration with the OECD Directorates for Education and for Science, Technolgy and Industry, is assessing the current trends and challenges in e-learning in higher education in Ibero-America. The objective of this initiative is to have a better understanding of the channels through which e-learning can contribute to improve the main challenges in tertiary education in Ibero-America, namely increasing access to tertiary education and social mobility and reducing the large skills mismatch.

The panel was mediated by Leo Burd, a Researcher in the Center for Mobile Learning and Education Technology at the Massachussets Institute of Technology (MIT); Marta Mena, Executive Committee Member of the International Council for Open and Distance Education (ICDE), Ángel Hernández, founder and current rector of the Open University for Adults (UAPA), Daniel Torres Mancera, General Director of CSEV and Maria Teresa Aguado Odina, Vice-Chancellor for Internationalization and Cooperation of UNED.
