Key outcomes

Deputy Secretary-General Rintaro Tamaki welcomed twenty-four delegations from Africa, Asia, Europe, North and Latin America,1 first convened to design the future orientations of the Policy Dialogue on Natural Resource-based Development, a horizontal initiative of the OECD designed to contribute to the implementation of the OECD Strategy on Development.

The Chair of the Governing Board of the Development Centre, Ambassador Hans-Juergen Heimsoeth, chaired the opening session. Prof. Petter Nore, Chief Energy Analyst, Ministry of Foreign Affairs, Norway chaired the discussion on the programme of work and institutional arrangements. Representatives from multinational mining, oil & gas companies, thinks tanks, foundations and civil society organisations joined the multi-stakeholder consultation organised as part of the inaugural meeting. 


The International Monetary Fund, the World Bank and the World Economic Forum participated as members of the Expert Advisory Board, established to promote effective collaboration with partner organisations, avoid duplication of work and fill the implementation gap.


Besides DEV, CTP/DCD, ENV, GOV, TAD actively engaged in the discussion. SGE/LEG was also represented. The Knowledge Sharing Alliance contributed to ensuring the inclusiveness of the process.


Through a frank, open and interactive dialogue, participants identified areas for further work in 2014-2015 where the OECD can make a difference.


As a result of uninhibited and constructive exchanges and in light of the input received from stakeholders, participating countries identified four streams of work for 2014-2015:

(i)            Shared Value Creation and Local Development;

(ii)          Revenue Spending and Stabilisation Funds,

(iii)         Getting Better Deals;

(iv)         High-Risk Profile of Corruptive Behaviours in the Extractive Sector.

 

A number of OECD and non-OECD countries expressed interest in actively engaging in the selected work streams, and some of them volunteered to take the lead. OECD countries are encouraged to take full advantage of this initiative for enhanced engagement with Partner countries based on mutual benefit and interest.

As this initiatives builds on OECD expertise and experience, DEV will seek continuous involvement of relevant OECD Directorates to take this initiative forward. As it evolves, the activities developed as part of the programme of work may also feed into and inform relevant components of the G8/G20 agenda on extractives.
