Organised by the OECD Development Centre, the Policy Dialogue on “Regional Development in Emerging and Developing Economies: Challenges and Policy Options” took place on 19 June 2012 in Paris, France.

Background

Industrialisation and technological catching up are key ingredients for national development, but their link to territorial development remains somewhat of a puzzle. There are no automatisms to guarantee that benefits will be equally distributed across the territory and the society, and that positive backward and forward linkages will be established. How to support industrialisation ensuring territorial and social inclusion is a common concern for OECD and non-OECD economies. There is no unique response to this challenge, but there are good policy principles that can be shared and lessons to be learned from the experience of other countries.
Within the framework of the activities on policy dialogue and the research on production development and innovation the Development Centre analysed the Korean experience in fostering industrialisation and technological catching up, and the reforms and policies that have been put in place to address territorial development. The OECD Development Centre Study: ‘Industrial Policy and Territorial Development: Lessons from Korea’ describes the process of integrating the territorial perspective into the national development strategy and identifies some lessons for developing economies. The study aims at sharing in order to foster a policy dialogue on regional development.

 

Objective

The objective of this policy dialogue is to share the Korean experience with other OECD and non OECD economies in order to advance in our understanding on how to address regional and territorial development issues within the context of emerging and developing economies. The seminar was structured in two sessions: Presentation of the OECD Development Centre Study: “Industrial Policy and Territorial Development: Lessons from Korea”, which describes the process of integrating the territorial perspective into the national development strategy and identifies some lessons for developing economies, and it ended with a brainstorming session, where the specificities of territorial development issues in the context of emerging and developing economies were discussed.
