This evaluation assesses how effectively the Foreign and Commonwealth Office and the British Council responded to the ‘Arab Spring’ through their bilateral aid programmes. Following the wave of democratisation movements that swept the Middle East and North Africa (MENA) from late 2010, the UK Government established the Arab Partnership, with £110 million in programme funds over four years.

DFID uses private sector contractors to assist in delivering aid, accounting for 9% of its aid expenditure in 2011-12. Their roles range from procuring equipment to providing technical advice, to delivering programmes. This report focuses on contractor programme delivery, likely to remain an important option for DFID given its increasing budget and focus on fragile and conflict states.

What does emerge strongly from the evidence base is that payment-by-results needs to be implemented as part of a package that includes other forms of supports and services. The underlying complexity of each intervention presents a serious challenge to implementation and evaluation, inhibiting meaningful generalisation without identification of the specific mechanisms at play.

The 18-month pilot programme, International Citizen Service (ICS) supported young British citizens to contribute to development through international volunteering and generated knowledge to inform future youth volunteering programmes. The ICS pilot programme was both innovative and highly ambitious in seeking to demonstrate and understand how diverse cohorts of young volunteers can achieve development impacts.

The two objectives of the external evaluation were to assess the impacts of ECA’s sub-programme interventions in strengthening/enhancing capacities of Member States (MS), Regional Economic Communities (RECs) and the African Union and its Secretariat and to assess the extent to which the successful results/impacts of ECA’s sub-programmes can be attributed to the Joint Financing Arrangement (JFA) mechanism.

This report summarizes the work of the independent evaluation of lessons learned from the Delivering as One (DaO) pilot countries. The Delivering as One approach emerged from a process of intergovernmental decision-making on the UN system’s operational activities. Triennial comprehensive policy review resolutions adopted in 2001, 2004 and 2007 called for a strengthening of the UN development system.
