L’évaluation souligne la pertinence et la cohérence des appuis français à l’UEMOA. L’évaluation note cependant que les appuis français n’ont pas eu les effets de levier espérés dans la mesure où ils n’ont pas contribué à d’importants projets d’infrastructures structurant la dynamique communautaire.
