The result is a mitigated one: on the one hand, tripling the budget has increased the pressure on the effectiveness of the programs implementation. On the other hand, establishing a sector-wide approach has called for new implementation modalities, more complex and lengthier to be effective.

The program focused 95 percent of its funding to support development in two areas reflecting the shared goals of Canada and Ukraine: sustainable economic growth and democratic development. By 2009, CIDA had invested more than $99 million in programs to benefit Ukraine's 45 million people, making Canada Ukraine's fourth- largest provider of official development assistance since 2004.

Impact Evaluation of the Farmer Training and Development Activity in Honduras

The evaluation report clearly documents that the treatment and control groups of farmers had substantially different characteristics, making it impossible to use the control group as a valid counterfactual in the evaluation. The evaluation report makes a compelling case for the use of an alternative evaluation approach, because a counterfactual could not be established.

The MCC compact with Armenia was a five-year investment(2006-2011) of $177.6 million in two projects: irrigated agriculture and rural road rehabilitation. Although most output and outcome targets were met or exceeded, the evaluation did not detect impacts on adoption, productive income or household income.
