    Since 2009/10, there has been a drive within the Department for International Development (DFID)to strengthen the evidence base upon which policy and programme decisions are made. The primary purpose of this review is to inform DFID and the international development evaluation community of the progress made and the challenges and opportunities encountered in embedding evaluation across the organisation.

    This report presents the findings, conclusions and recommendations from a study into the reasons why grants supported by the Norwegian Aid Administration are proving difficult to evaluate and therefore why it is hard to judge how successful Norway’s aid programme is. The first document includes annex 1-3; Terms of Reference, list of persons consulted and a table summarising findings, conclusions and recommendations.
