The evaluation concluded that the Fund contributed positively to NEPAD's expected outcomes. It also demonstrated that the Fund's initiatives were successful in achieving the majority of their development results, particularly in health and agriculture.

Many of the recommendations in the report were taken into account in the design process for Phase 2, including what activities should be supported. The new design has clear objectives and rationale and emphasises strong engagement with the Government of Indonesia.

Assistance to the transition from an ad hoc emergency system to tackle food insecurity was provided through support for this project. The emphasis on moving from relief to a more productive and development-oriented safety net also aligned the project with wider World Bank objectives.
