Evaluation of the Department for International Development (DFID) Support to Healthcare Workers Salaries in Sierra Leone
The Government of Sierra Leone (GoSL) Free Healthcare Initiative(FHCI) was launched to increase access to key healthcare services by removing user fees for priority groups specifically, pregnant women, lactating mothers, and children under five.. DFID SL has budgeted £10.3m to support higher salaries for healthcare workers over a five year period.

This report summarizes the work of the independent evaluation of lessons learned from the Delivering as One (DaO) pilot countries. The Delivering as One approach emerged from a process of intergovernmental decision-making on the UN system’s operational activities. Triennial comprehensive policy review resolutions adopted in 2001, 2004 and 2007 called for a strengthening of the UN development system.

This study examines the extent to which LEF (Local Enterprise Facility) fulfills its objectives. The framework was found to match the Bank’s regional approach and country strategy priorities. Several recommendations were made including: to target higher level transition impact, avoid overlap with partner institutions, and to articulate the objectives and approach to new countries into the framework.

The evaluation report clearly documents that the treatment and control groups of farmers had substantially different characteristics, making it impossible to use the control group as a valid counterfactual in the evaluation. The evaluation report makes a compelling case for the use of an alternative evaluation approach, because a counterfactual could not be established.

The MCC compact with Armenia was a five-year investment(2006-2011) of $177.6 million in two projects: irrigated agriculture and rural road rehabilitation. In summary. the findings show that between 2001-2011, Burkina Faso has been successful in delivering results from its Public Financial Management reforms. Major improvements have been attained across all areas of the PFM system, with the one exception of external scrutiny and audit.
