    EBRD – Italy Western Balkans Local Enterprise Facility

    This study examines the extent to which LEF (Local Enterprise Facility) fulfills its objectives. The framework was found to match the Bank’s regional approach and country strategy priorities. Several recommendations were made including: to target higher level transition impact, avoid overlap with partner institutions, and to articulate the objectives and approach to new countries into the framework.

    Impact Evaluation of the Farmer Training and Development Activity in Honduras

    The evaluation report clearly documents that the treatment and control groups of farmers had substantially different characteristics, making it impossible to use the control group as a valid counterfactual in the evaluation. The evaluation report makes a compelling case for the use of an alternative evaluation approach, because a counterfactual could not be established.

    Evaluation of Water-to-Market Training in Armenia

    The MCC compact with Armenia was a five-year investment(2006-2011) of $177.6 million in two projects: irrigated agriculture and rural road rehabilitation. Although most output and outcome targets were met or exceeded, the evaluation did not detect impacts on adoption, productive income or household income.

    The study’s main conclusion is that, relative to the significant funds expended on Public Finance Management (PFM) reform over the study period, success has been largely disappointing. The most substantial progress was found in a stronger legislative base.

    UK Humanitarian Emergency Response in the Horn of Africa

    The ICAI report found that the Department for International Development (DFID) played a leading role in the humanitarian response, supporting some of the most vulnerable people in Kenya, Somalia and Ethiopia. DFID applied pressure to governments and other donors to act and its programmes in the field demonstrated good impact and value for money.
