Independent Evaluation of the Implementation of the Public Finance Management Reform Strategy 2008-2012
The objective of this report is to undertake an “end of term” assessment of the performance of the PFM Reform Strategy 2008 – 2012. In undertaking this assessment exercise,three key benchmark reports have been used to provide a base position: GoR PFM Reform Strategy (2008-2012), the Public Financial Management Reform Strategy (PFMRS) Mid Term Review, published in May 2011 and The PEFA Report of 2010.

Looking across a diverse range of contexts, it evaluates the relevance, effectiveness, efficiency and sustainability of interventions, the added value of UNDP support, responsiveness to evolving demand, and the challenges and opportunities inherent to the process.

This study discusses how the Nordic countries, through their joint efforts, have influenced the policies, decision-making and work in the World Bank and the African Development Bank over a period of six years, from 2006 to 2011. These Banks receive the highest joint commitment by the Nordic countries as compared to the other multilateral development banks.

This study has ascertained the usefulness of promoting gender equality through all available mechanisms in each of the two organizations at the appropriate policy level. The different entry points are the Executive Boards, the Board of Governors, the Replenishment negotiations mechanisms, senior management levels and operational managers at headquarters and in the field.

The US$136 million, multi-donor, Three Diseases Fund (3DF) (2006-2011) was established to reduce the burden of communicable disease mortality and morbidity for HIV/AIDS, Tuberculosis (TB) and malaria in Myanmar. The final evaluation of the 3DF aimed to document lessons learnt to inform future health funding and the evaluation of the Three Millennium Development Goal (3MDG) Fund.

The report found many commendable aspects to DFID Pakistan’s work. For example, the education programme shows a sophisticated design and some promising early results, including improving education quality.

The result is a mitigated one: on the one hand, tripling the budget has increased the pressure on the effectiveness of the programs implementation. On the other hand, establishing a sector-wide approach has called for new implementation modalities, more complex and lengthier to be effective.
