This evaluation process fully involved key partner institutions in the Caribbean, such as the Caribbean Community (CARICOM) Secretariat, Caribbean Development Bank, Organization of Eastern Caribbean States (OECS) Secretariat, selected governments, NGOs, and international development partners. The evaluation work was carried out between July and December 2003.

This study has evaluated all of the Budget Support operations undertaken in Mozambique from 2005 to 2012. The primary contribution of Budget support has been in the form of increased funding. In relation to financial inputs, Budget Support inputs have been important and efficiently delivered.

Assessment of the Institutions of La Francophonie and Evaluation of Canada's Involvement in La Francophonie
Canada is the second largest donor to the institutions of La Francophonie. From 2000-01 to 2005-06, the Government of Canada contributed over $230 million to the institutions of La Francophonie through the Canadian International Development Agency, the Department of Foreign Affairs and International Trade and Canadian Heritage.

This evaluation was a joint effort between CIDA’s Performance and Knowledge Management Branch, the Brazil and Southern Cone Program of CIDA’s Americas Branch and the Agência Brazilera de Cooperaçao. The evaluation indicates that this is a successful program providing a large payoff in terms of knowledge sharing and partnership between Canadian and Brazilian institutions.

The evaluation assessed the relevance, effectiveness and the efficiency of the Bolivia Country Program during the period 1995 to 2005. Overall, the CIDA program was found to be relevant to the Bolivian context. The Agency has been responsive to the needs and priorities of the Bolivian government and has been consistent with Government of Canada and CIDA policies and priorities.

The evaluation examined the relevance, results and overall performance of the bilateral program as well as a limited number of Canadian Partnership and Multilateral channel initiatives. It also looked at the various delivery mechanisms (program-based approaches, multi-donor partnerships, directive and responsive projects) to assess their strengths and weaknesses.
