The United Nations Relief and Works Agency(UNRWA)provides support to 4.9 million refugees in Gaza, Jordan, Lebanon, Syria and the West Bank. The Department for International Development (DFID) is UNRWA's fourth largest donor. This review assesses the impact of DFID’s support on Palestine refugees, the effectiveness of DFID’s engagement with UNRWA and focuses on UNRWA’s provision of support to refugees (except Syria).

Civil Society Organisations (CSOs) have always been leading participants in development and humanitarian activities, in channelling large amounts of development cooperation money from both government funds and other sources into a range of projects and programmes. Like others, they are expected to show the results of their activities and for that purpose they have developed systems for monitoring and evaluation.

One way to improve and strengthen aid, according to a number of international aid agencies, is to support recipient governments to ‘take ownership’ of aid activities. In arguing for a stronger ownership of development and aid processes, the focus has primarily been on recipient governments rather than the local populations in villages, towns and cities that are the ultimate target group and end users of most development aid.

Demining efforts by the Danish Demining Group and its peers, the 1,861 km2 of minefields and battle areas recorded in 1989 had been reduced by over 70%, including the majority of populated areas. The goal of the evaluated three-year project, is to assist the Government of Afghanistan and the Mine Action Coordinating Committee for Afghanistan (MACCA) in achieving the aims of the Afghanistan Compact and comply with the Ottawa Convention.

The Norwegian Refugee Council (NRC) has in general delivered agreed outputs in the humanitarian programmes examined, and has managed to do so under extremely difficult conditions. NRC has good access to difficult areas and its conflict sensitivity is apparent. If the identified shortcomings are remedied, the emergency roster could according to the evaluator increase its relevance and efficiency.
