    How green is our development assistance? Thematic evaluation of the Belgian cooperation in the field of environment

    This evaluation covers Belgian ODA over the 2002-2012 first environment strategy paper period. The evaluation concludes that the environmental consideration of the Belgian Development Cooperation is giving positive but unquantifiable results. Pressure on the environment of cooperation activities has been reduced and the conditions for sustainable environmental management have been improved.

    Le premier objectif de cette évaluation pilote a été de rendre compte des résultats et de l'impact de quatre projets gouvernementaux et de tirer des leçons de l'expérience en vue d'améliorer les pratiques de la coopération belge dans le domaine de l'évaluation d'impact. L'évaluation conclut à la pertinence de la combinaison de méthodes qualitatives et quantitatives dans le même processus d'évaluation.

    Impact Measuring the Quest of the Grail? Ex Post Impact Evaluation of Four Bilateral Cooperation Projects

    This first pilot evaluation objective was both to report on the outcomes and the impact of four governmental projects and to learn from experience with a view to improving Belgian cooperation practices in the field of impact evaluation. The evaluation concludes to the relevance of combining qualitative and quantitative methods in the same evaluation process.

    Autonomy, partnership and beyond : A counterfactual analysis of policy coherence for Ghana (Newsletter)

    The realisation that non-aid policies might conflict with aid policies has led to a call for better coordination across different policy fields, referred to as Policy Coherence for Development (PCD). This IOB study outlines the results of a pilot for analysing the options for coherence of Dutch and EU policies for development objectives in Ghana. The study uses scenarios to estimate the potential effects of Dutch and EU policies.

    Good things come to those who make them happen : Return on aid for Dutch exports

    Since 2000, the share of developing and emerging countries in Dutch exports has increased from less than 5% in 2000 to almost 11% in 2012. This study shows that aid has contributed to the growth. Each euro of Dutch bilateral aid produces a EUR 0.70–0.90 return in terms of increased exports, leading to a value added for the Dutch economy of about EUR 0.40–0.55 for each euro spent.

    Australian Volunteers for International Development (AVID) Evaluation Report

    Overall, the evaluation found that AVID is making an effective and highly-visible contribution to the Australian Government’s development and public diplomacy objectives. Volunteers contribute to developing the capacity of their host organisations, develop people to people links and generate goodwill for domestic and foreign diplomacy.

    Learning from Australian Aid Operational Evaluations

    Building on the quality review, this report synthesises the findings of the 64 evaluations assessed as credible and offering lessons of potential value to a wider audience. The purpose of this synthesis report is to inform and improve aid programme design and management. The report identifies nine key lessons for improving the effectiveness of the Australian aid programme.

    Quality of Australian Aid Operational Evaluations

    The Quality of Australian aid operational evaluations assesses the credibility of the evaluations themselves, as well as the factors influencing evaluation quality and utility. It finds that 74 per cent are credible and provide robust evidence about the performance of the Australian aid programme. The review includes lessons for programme areas that commission evaluations.
