The Adaptation Learning Programme in Africa (ALP) seeks to increase the capacity of vulnerable households in sub-Saharan Africa to adapt to climate variability and change with a particular focus on gender equality and diversity. The programme covers Ghana, Niger, Kenya and Mozambique aiming to pioneer, deepen practical understanding of and document Community-Based Adaptation (CBA) over five years.

Mozambique is chosen as a case study due to its reputation as a forerunner on aid effectiveness and on mutual accountability in particular. In Mozambique, there is a well-developed mechanism and a certain amount of institutional capacity for the implementation of mutual accountability.

This report summarizes the work of the independent evaluation of lessons learned from the Delivering as One (DaO) pilot countries. The Delivering as One approach emerged from a process of intergovernmental decision-making on the UN system’s operational activities. Triennial comprehensive policy review resolutions adopted in 2001, 2004 and 2007 called for a strengthening of the UN development system.

This report is the outcome of an external mid-term evaluation of the development partnership between the Ministry of Education in Mozambique and ICEIDA in the field of adult education. The objective was to collect information about the inputs, activities and outputs of the development intervention, as well as to assess its relevance, efficiency, effectiveness and impact, and to provide input into the continuing cooperation.

As stated in the Terms of Reference (ToR), the purpose of this mid-term evaluation is to “assess the performance of the EU-Africa ITF over the period 2007-10 against key OECD/DAC evaluation criteria to make recommendations for the future work of the ITF and allow for preparation of the final evaluation”. The evaluation covers the period to the 5 July 2011.

Since 2005, the Austrian Development Agency (ADA) has been increasingly providing budget support to its partner countries, mainly by joining existing budget support operations. In the period 2005-2009, it provided budget support totalling EUR 31.7 million to four countries.
