This evaluation was commissioned by the Ministry of Foreign Affairs and Trade. The evaluation found that donor support for tax reform in the Pacific has been consistent with good international practice. There was also effective local ownership of reforms with a strong policy dialogue between partners. However, tax reforms in the Pacific remain fragile.

The evaluation finds that the Education Master Plan is relevant to training and education priorities in the Cook Islands and to current national, regional and international mandates. Progress can be sustained through on-going implementation of existing initiatives. However attention is required to provide systematic interventions and resources to address the constraints identified through the evaluation.

This evaluation indicates that there has been some sustainable increase in institutional capacity and social capital at national, sector, and community levels. The PD contribution is small, but positive.
