The evaluation was conducted internally by the IMF in consultation with DFID. EDDI is a five-year project implemented by the IMF to improve macroeconomic statistics in 25 African countries. The mid-point of a five-year project is an appropriate time for all stakeholders of the project to step back and take stock of what has been accomplished in the first half of the project, what has gone well, what aspects have been disappointing.

The Netherlands strives to reduce conflict and promote peacebuilding in fragile states (countries in a conflict or a post-conflict situation). In the period under evaluation, the Netherlands pursued an integrated approach, working with other donor countries and international organisations. This reported evaluation of the UNHCR and PRM-funded programs of assisted repatriation to Burundi (2003-8) was conducted in June – November 2008. The evaluation focused on program outcomes and impact.
