Le Groupe d'étude de l'OCDE sur l'harmonisation des systèmes de classification et d'étiquetage, créé en 1994 afin d'élaborer un système harmonisé de classification des dangers des substances et mélanges chimiques pour la santé humaine et l'environnement, est le pivot du Système mondial de classification des produits chimiques (GHS).

En décembre 2004, le Sous-comité d’experts de l’Organisation des Nations-Unies sur le SGH a demandé que l’OCDE examine la possibilité de développer des critères de classification pour les substances qui appauvrissent la couche d’ozone, en coopération avec la Conférence des Parties au Protocol de Montréal, et de développer d’abord une comparaison détaillée des systèmes de classification existant dans les pays/régions. La comparaison détaillée a été soumise au Sous-comité en juillet 2006.
