The OECD work on Aid for Trade (www.oecd.org/dac/aft) is implemented jointly by the OECD development co-operation and trade communities. It aims to: (1) enhance donor co-ordination and alignment in the design, delivery and evaluation of aid for trade; (2) provide practical guidance to maximise aid effectiveness in that area; and (3) promote greater coherence between aid and trade in donor and partner countries. The most common objectives of aid for trade projects (increasing trade, diversifying exports, maximizing the linkages with the domestic economy and increasing adjustment capacity) have the potential to boost growth and reduce poverty in developing countries. This paper sets forth strategies to identify the most binding constraints to trade expansion so countries and donors can channel resources toward reforms and projects that have the largest effect.

The Donor Assistance Committee/ Working Party of the Trade Committee on Aid for Trade met to discuss ongoing OECD work on improving the effectiveness of aid for trade on November 10th. Issues discussed included Evaluation of Aid for Trade, Management for Development Results, Binding Constraints to Trade Expansion, and Aid for Trade and the Green Growth Agenda.

OECD countries have reaffirmed their commitments on aid to developing countries and undertaken to abstain from trade protectionism, as part of a concerted drive to shore up the world economy and combat recession.
