The OECD studies the economic impact of migration. From 2002, reports on individual member countries' experiences and policies will be written in the context of country surveillance. The studies will examine the effects of migration on employment, wages, public finances, output and productivity.

The Finnish economy has been performing well but risks are mounting. Imbalances are building in the labour market and the wage negotiation framework needs to be overhauled. There is scope for improvement in the municipal sector as well as in tertiary education, and the tax mix could be made more efficient.

Growth has picked up significantly in recent years, largely driven by expansion of manufactured exports. Nevertheless, structural reforms are required to put public households on a sustainable path in order to cope with population ageing and to avoid labour market bottlenecks limiting growth.

Since the 1990s' crisis, Sweden has greatly improved its macroeconomic policies. All parts of society benefit from strong productivity growth, stable inflation expectations and public budget surpluses. Meanwhile, combating exclusion in the labour market is a key challenge, along with distortions in the housing market.
