This activity examines the ways to improve governance through better coordination of policies, better adaptation to local needs, and better participation of civil society and business in their orientation, in view to take an integrated approach to local development.

This meeting sought to identify the best ways for partnerships to contribute to the design and implementation of skills development strategies which can boost competitiveness and make the economy more inclusive. More than 130 partnership practitioners, managers, national co-ordinators of partnership networks, and policy makers from OECD Member and non-member countries joined fruitful debates.

The OECD LEED Programme has just released a report on "Enhancing the Capacity of Partnerships to Influence Policy” which gathers the experience of the two capacity building seminars organised by the Trento Centre for Local Development in close co-operation with the Forum office unit at the Centre for Social Innovation (ZSI) in Vienna Austria.

The Third Forum Meeting focused on cross-sectoral and multi-level collaboration, supporting the exchange of experience and practice between partnerships and exploring ways to overcome common obstacles. The Forum meeting provided a unique occasion for such an exchange, offering opportunities for in-depth discussion within a series of interactive working sessions.

It offered highly interactive sessions and working groups around best practices, and brought together policy makers, partnership managers, local development practitioners, and OECD experts. LEED has launched this comprehensive site with over 300 documents focusing on partnerships and related policy fields. The database includes information published by public organisations, research institutions, and international organisations. This activity is carried out within the framework of the LEED Forum on Partnerships and Local Governance.

The expert meeting is a follow-up to the OECD study visit to the regions of Gjirokaster, Tirana and Vlore in 2005 as part of the OECD cross-country activity on local integration of migrants into the labour market. The experts meeting will debate the draft policy recommendations resulting from the study visit.This event is jointly organised by the OECD LEED Centre for Local Development and the International Labour Office (ILO).

The Fair was held at the Parkhotel Schönbrunn on 13-15 February 2006. This conference was organised for partnership practitioners, such as co-ordinators and partners of alliances, as well as policy makers aiming to exchange partnership experiences. The International Partnership Fair provided opportunities to meet, learn from each other and build new co-operation relationships.

This publication has been released following the workshop on "Local Employment Development" organised in Tokyo, Japan, in 2005. This was a joint event of the LEED Programme and the Japan Institute for Labour Policy and Training (JILPT). The book includes the papers presented at the workshop with report of some successful cases of regional employment development in each country, which was added to the papers based on the discussions at the workshop.
