OECD side events at Barcelona Climate Change Talks, 2-6 November

The OECD hosted two side events at the Climate Change Talks in Barcelona -- the last UNFCCC sessions before COP15 Copenhagen. 1. "Financing for Enhanced Climate Change Action: Mitigation and Adaptation" was organised by climate change experts from the Environment and Development Co-operation directorates; 2. “Information and Communication Technologies (ICTs) and Climate Change” was co-hosted by ITU, OECD and GeSI.

Policy Guidance on Integrating Adaptation to Climate Change into Development Co-operation

This Policy Guidance provides essential information and advice on how to mainstream climate change adaptation into development. The objectives are to promote understanding of the implications of climate change on development, to identify appropriate approaches for integrating adaptation into development policies at national, sectoral, project levels and in urban and rural contexts and to identify practical ways for donors to support developing country partners in their efforts to reduce their vulnerability to climate change.

On 28-29 May 2009, the OECD hosted a High Level Meeting on Environment and Development

Decision makers discussed key issues related to adaptation to climate change, water supply and sanitation, as well as capacity development for environmental management and low-carbon development paths. Two documents were endorsed in the course of the meeting: A Policy Statement and a Policy Guidance on Integrating Climate Change Adaptation into Development Co-operation. Last, but not least, the meeting laid out an ambitious, forward looking agenda for deepening the partnership between the environment and development communities (see also Co-Chairs' Summary).

Managing Water for All publication launch

The OECD has released a new report – Managing Water for All: Pricing and Financing – at an event during the World Water Forum in Istanbul. Emphasising the economic, social and environmental benefits of investing in water and sanitation, the report includes information about the agricultural uses of water, financing water supply and sanitation, water pricing, private sector participation in the water sector and aid flows to water.

Three new OECD Environment Working Papers on Governance and Capacity Development for Natural Resources and Environmental management

In many low-income countries, natural resources (minerals, forests, fisheries, soil and water, etc.) are identified as the engines of economic growth. However, providing economic and policy-relevant information about the value of these resources and their sustainable management is a challenge. Three new reports have just been released: 1) Greening Development Planning ; 2) Integrating Public Environmental Expenditure within Multi-year Budgetary Frameworks  ; and 3) Assessing Environmental Management Capacity: Towards a Common Reference Framework .

Advisory Notes on addressing key emerging issues (e.g. climate change adaptation) through Strategic Environmental Assessment

Four specific Advisory Notes provide guidance on how to address a range of key emerging issues through the use of Strategic Environmental Assessment. The Notes supplement the OECD DAC Good Practice Guidance on Strategic Environmental Assessment (SEA).
