The Council Working Party on Shipbuilding (WP6) seeks to progressively establish normal competitive conditions in the industry. It encourages transparency through data collection and analysis, and seeks to expand policy dialogue with non-OECD economies that have significant shipbuilding industries.
The Working Party is chaired by Ambassador Harald Neple, Permanent Representative of Norway to the OECD.

The economic downturn has hit shipbuilding hard. New orders have contracted by up to 90% and cancellations have increased, which is likely to result in significant excess shipbuilding capacity. This outlook is unlikely to improve for some time.

Participants at this meeting considered in depth the impact of the current economic crisis on the world shipbuilding industry. As well as the OECD members, the meeting was attended by Romania as a full participant, and Brazil, China, Russia, Chinese Taipei and Ukraine as ad-hoc observers. Together, the participants accounted for around 95% of world shipbuilding production in 2008.

This Workshop examined supply/demand and price/cost developments in the shipbuilding market, including the impacts of the current global economic crisis. It also explored the changing structure of the world’s shipbuilding industry, and both governments and industry had the opportunity of discussing what responses can be made to deal with the challenges created by the market and structural changes. The OECD Council Working Party on Shipbuilding, in association with the major shipbuilding associations, has released a revised and updated system to calculate compensated gross tons (cgt). The new cgt system came into force on 1 January 2007, and all cgt users are encouraged to use the new system from that date.
