The OECD work on budgeting is carried out by the Working Party of Senior Budget Officials (SBO) and its associated networks. Established in 1980 and composed of budget directors and other senior officials from OECD countries, the SBO is recognised as the world's leading forum on international budgeting issues. The secretariat for the SBO is provided by the Budgeting and Public Expenditures Division, OECD.

The OECD Working Party of Senior Budget Officials (SBO) has created a new network to study the fiscal sustainability of public health and long-term care. The SBO Network on Health Expenditures brings together health budget examiners, in close co-ordination with the OECD Health Committee, to address the consequences of increasing health and long-term care expenditures.
