The most important capacity-building institution for African tax administrators, ATAF, advocated the policy recommendations made in the Centre’s study on 'Domestic Resource Mobilization and Aid’. In its first ever newsletter to members, ATAF administrators reprinted the study’s findings, declaring the 2010 African Economic Outlook study "strong in its analysis of how tax policy and administration could be improved".

An unprecedented number of African Ministers and CEOs debated Africa's prospects in this anniversary International Economic Forum on Africa on June 11th. Debate focused on Africa's strategies for regaining pre-crisis growth rates during the morning session. In the afternoon talk turned to fiscal challenges, including the relationship between taxes and aid. Here ministers sat face-to-face with representatives from extractive industries to discuss frankly how Africa can get a better deal on the presence of lucrative industries within their borders.

The 2010 African Economic Outlook was launched at the African Development Bank’s Annual Meetings in Abidjan, Côte d'Ivoire. This year’s edition finds the continent reeling from the effects of the world’s deepest and most widespread recession in half a century. The good news is that the region has proved remarkably resilient to the downturn. Average growth is expected to rebound in 2010 and in 2011, although the recession will leave its mark.

OECD Secretary-General Angel Gurría lamented the recent death of the distinguished British economist Angus Maddison, who held a number of senior posts at the OECD and its fore-runner, the Organisation for European Economic Cooperation, between 1953 and 1978.

OECD Secretary-General, Angel Gurría has entrusted Mario Pezzini with leading and managing the Development Centre whilst advancing on the strategy to improve the Centre’s profile. An Italian national, Mr. Pezzini brings with him 25 years experience working at the OECD. He was previously Deputy Director of the Public Governance and Territorial Development Directorate.

The "Atlas of Gender and Development: How Social Norms Affect Gender Equality in Non-OECD Countries" was recently launched during the International Workshop "Gender Equality and Progress of Societies" on 12 March 2010. This new resource combines country and regional analysis with rankings based on the Development Centre’s social institutions and gender index (SIGI). In the context of its ongoing work on new trade and development partners in Africa, the Development Centre hosted a presentation and debate of Asia/Africa expert Deborah Brautigam’s new book The Dragon’s Gift: The Real Story of China in Africa. Professor Brautigam began by explaining away the greatest myths surrounding China’s engagement in Africa and ended with a summary of the different approaches to development held by China and traditional donors to the region.

The shift in the global production of goods towards Asia is well documented. But global consumer demand has so far been concentrated in the rich economies of the OECD. Will consumer demand also shift towards Asia as these countries get richer? This working paper by Homi Kharas, OECD Development Centre NRF is the first in the Perspectives on Global Development series on ‘Shifting Wealth’. Kharas shows that by 2020 more than half the world’s middle class could be in Asia, and could account for over 40 per cent of global middle class consumption – a major force in the global economy.

Latin America as a whole is showing signs of recovery and stabilization. Economic activity is helped by improving conditions in global financial and commodity markets, as well as recovering exports. It is also underpinned by the stronger policy frameworks developed during the past decade, which have promoted resilience and allowed the implementation of timely responses to counter the crisis.

The Centre is pleased to announce that the African Economic Outlook, one of the OECD Development Centre’s flagship reports, won the Best in Class Interactive Media Award (IMA) for its website with an overall score of 500. This is the first perfect score in the history of IMA.

Policy conditions placed on aid rarely improve its impact on growth and human development. However, donors continue to place significant conditions on their giving. A new study by Development Centre Senior Economist Andy Mold calls for more modesty from the donor community when defining “good” and “bad” practices, and concludes that the financial crisis should act as a catalyst for a thorough re-examination of aid conditionality. Recipient countries need to say ‘no’ more often to aid with excessive strings attached.
