DEV Working Paper No. 309: Making Reform Happen in Colombia: The process of Regional Transfer Reform

This paper studies the interaction between different actors in the policy-making process of fiscal transfer reform in Colombia, using the “life cycle of reform” framework to analyse this reform and following critical phases in the process. This paper shows that the economic context and institutional factors, such as the new political structure for interactions between agents after the 1991 Constitution, were fundamental in achieving the reform. Moreover, it confirms previous studies showing that communication and compensation strategies play a key role in the approval of reforms.

This paper studies sources of technological upgrading in China and India. China and India's export products associated with a productivity level much higher than a country at their income level. China is now the largest exporter of high-technology products in the world, while India has been more successful in exports of business and information technology services. It presents empirical evidence on the important role of FDI inflows and imported capital goods that embody new technology for TFP growth in a large panel of advanced and developing countries.

Working Paper N° 307: Labour Market Changes, Labour Disputes and Social Cohesion in China describes basic situations of labour disputes and examines the determinants of labour disputes from macro and micro perspectives and finds that the advent of the Lewis Turning Point enlightens the awareness of workers striving for rights and interest in the labour market. Labour disputes have intensified in China in recent years, alongside the labour shortages and wage inflation, particularly since 2008 when several Chinese labour related laws were issued or updated.

Release of the 2011-2012 Southeast Asian Economic Outlook

11th International Economic Forum on Africa

The International Economic Forum on Africa, organised by the OECD Development Centre with the African Development Bank, the UN Commission for Africa and the UNDP has grown to become the largest annual public event on Africa in Europe. Africa should embrace new economic giants and boost social inclusion, says African Economic Outlook 2011

African countries should develop closer cross-border ties in dealing with traditional and emerging partners so they can boost sustainable and inclusive growth, according to the African Economic Outlook 2011, launched today.

Africa´s economies have weathered the global crisis relatively well and have rebounded in 2010. Recent political events in North Africa and high food and fuel prices are likely to slow the continent’s growth down to 3.7 percent in 2011. During this year, sub-Saharan Africa will grow faster than North Africa. The new report predicts a rebound to 5.8 percent in 2012.

InnovaLatino.org launched in Madrid to report on innovation in Latin America

Asia faces inflationary and financial pressures according to Asian Business Cycles Indicators (ABCIs)

Overall, ASEAN economies are likely to maintain the growth momentum in the first quarter of 2011 according to the latest Asian Business Cycle Indicators (ABCIs). In particular, relatively positive developments in Indonesia, the Philippines and Thailand are associated not only with strong export demand but also sound domestic demand and improved business sentiment. The recovery of China’s economy is driven by robust investment. Activity is showing some signs of slowing in India.

South-South trade booming despite high trade barriers

South-South trade is growing fast, but barriers among developing countries are still up to seven times higher than those imposed by the developed world, a representative from the Organisation for Economic Cooperation and Development (OECD) said on Wednesday.

Speaking at a Frontier Advisory seminar at the JSE, OECD Development Centre director Mario Pezzini said that South-South trade had experienced tremendous growth in recent years, with exports from developing countries now constituting 37% of global trade, of which about 50% related to South-South trade.

Growing inequality a global challenge

Mario Pezzini, director of the development centre of the Organisation for Economic Cooperation and Development (OECD), visited SA this week for an African seminar series hosted by Frontier Advisory and the JSE and stated that inequality and a lack of social cohesion will have an increasingly important impact on economic and political matters.
