OECD countries recognise the need for greater coherence in policies across sectors that affect developing countries. Aid alone cannot address the needs of the developing world. Policies in areas like agriculture, trade, investment, migration and others have a profound impact on developing countries, yet they often work at cross-purposes. An OECD initiative on policy coherence for development explores ways to ensure that government policies are mutually supportive of the countries' development goals. (more)

Dambisa Moyo, author of "Dead Aid" introduced the debate at the meeting on coherent policies for development at the OECD. Over a hundred participants gathered to discuss the need to look beyond aid in the efforts to promote development. The international network of experts on policy coherence also discussed ways to assess progress in the field of policy coherence and shared national experiences.

Almost 300 participants from Europe, Africa, the Caribbean and the Asia-Pacific region stressed that the financial and economic crisis reinforces the urgent need for comprehensive migration policies with a global approach. There was concurrence that well-managed labour migration can be advantageous for destination countries and bring significant benefits to origin countries thus contributing to poverty reduction. Participants called upon governments to develop coherent migration policies that take into account the development needs of both origin and receiving countries.

It is important to analyse which factors contribute to better achievement of policy coherence for development (PCD) and what constitute the major challenges. Better understanding of the conditions needed for the success of PCD helps to draw strategic lessons for future work. Policy coherence for development has been an integral part of the DAC peer reviews since 2002. This report synthesises the PCD results of DAC peer reviews up until 2007. Africa has made progress but faces enormous challenges. How to promote sustainable economic growth, how to build sound governance systems, how to tackle the challenge of climate change. Many of the challenges are the same as those that have confronted OECD governments for decades. It is in this context that the OECD’s long-standing involvement in Africa has been deepened.
