As part of the OECD's structural surveillance mandate, work has focussed on both environmental policies, especially evaluating responses to global warming and sustainable development policies. The latter is ongoing and is dealt with in a cross-country and a country-specific mode.

Japan, a relatively energy-efficient country, has been active in combating climate change. Under the Kyoto Protocol, Japan is committed to reducing greenhouse gas emissions by 6% relative to 1990 over the period 2008-12. As of 2007, however, its emissions were up by 9%.

Japan has been hard-hit by the global financial crisis. Its main economic challenges include raising its growth potential, upgrading the financial sector, resolving its fiscal problem, reforming health care and improving climate change policies.
