The shift in the global production of goods towards Asia is well documented. But global consumer demand has so far been concentrated in the rich economies of the OECD. Will consumer demand also shift towards Asia as these countries get richer? This working paper by Homi Kharas, OECD Development Centre Non-Residential Fellow is the first in the Global Development Outlook series on ‘Shifting Wealth’. Kharas shows that by 2020 more than half the world’s middle class could be in Asia, and could account for over 40 per cent of global middle class consumption – a major force in the global economy.

The second cycle of the Global Forum on Development kicked off in Paris on 28th January with a plenary on “Domestic Resource Mobilisation: The Taxation Challenge”. It was the first time that the tax and development communities – from governments, academia, civil society and business – came together to better understand the key links between tax and development.

Latin American and Caribbean countries have not escaped the global financial crisis, but have weathered the storm more successfully than in past downturns, due to better macroeconomic management, more efficient structural policies, and a vigorous business sector. However, important challenges lie ahead for the region. These are some of the conclusions reached by the 500 policy makers, business leaders and economists participating at the II International Economic Forum – Latin America and the Caribbean 2010, held today in Paris.

The catastrophic earthquake that struck Haiti on 12 January 2010 has levelled Port-au-Prince, inflicting enormous pain in the poorest country in Latin America and the Caribbean. It is a terrible blow to the cause of development in the region, in a country that has inspired unusual collective action among its Latin American neighbours. This collective action must be mobilised to aid Haiti in its rebuilding, recovery and future development.

The OECD Development Centre, the African Development Bank and the UN Economic Commission for Africa gathered experts in Paris to discuss public resource mobilization and its role in reducing Africa’s dependence on external financial flows especially aid. Academics, development practitioners and experts from Africa and OECD used the December 14th meeting to debate the extent and sustainability of taxation’s contribution to Africa’s development. The discussions will provide inputs to the 2010 African Economic Outlook, which will be launched in May in Abidjan, Côte d’Ivoire.

The World Economy mini-symposium, co-edited by Development Centre economists, presents findings about the economic impact of China and India in Saharan African countries by Africa-based economists. ‘The Asian Drivers and Africa’ presents case studies on Angola, Ethiopia, Kenya, Senegal and South Africa. These papers form part of a broader Development Centre project which documents the economic, political and social impacts of the two Asian giants on sub-Saharan African countries.

The OECD Development Centre welcomed on Wednesday 3 November the Dominican Republic as its 39th member country. Speaking at OECD headquarters on this occasion, President Leonel Fernández said “Joining the Development Centre is going to be of crucial help in defining the policies for our national development.” The first Caribbean member of the Centre, the Dominican Republic is already playing an active role in our work. In particular, it is helping us set up a policy network that brings together OECD and Latin American experts.

Latin America as a whole is showing signs of recovery and stabilization. Economic activity is helped by improving conditions in global financial and commodity markets, as well as recovering exports. It is also underpinned by the stronger policy frameworks developed during the past decade, which have promoted resilience and allowed the implementation of timely responses to counter the crisis.

The Centre is pleased to announce that the African Economic Outlook, one of the OECD Development Centre’s flagship reports, won the Best in Class Interactive Media Award (IMA) for its website with an overall score of 500. This is the first perfect score in the history of IMA.

The Centre’s Andrew Mold and Annalisa Prizzon contributed a background paper to the European Report on Development (ERD) ‘Overcoming Fragility in Africa’. The paper looks at commodity booms and export performance in the context of sub-Saharan Africa, looking at the record from the perspective of export volumes rather than values.The authors argue that the average export performance during the period of high commodity prices was not as impressive as the previous period when African countries were confronted with very low prices.

Policy conditions placed on aid rarely improve its impact on growth and human development. However, donors continue to place significant conditions on their giving. A new study by Development Centre Senior Economist Andy Mold calls for more modesty from the donor community when defining “good” and “bad” practices, and concludes that the financial crisis should act as a catalyst for a thorough re-examination of aid conditionality. Recipient countries need to say ‘no’ more often to aid with excessive strings attached.

The 2009 edition of the African Economic Outlook (AEO) covers 47 African countries, up from 35 last year. The report finds the region gravely affected by the global economic downturn. Following half a decade of above 5 per cent economic growth, the continent can expect only 2.8 per cent in 2009, less than half of the 5.7 per cent expected before the crisis.
