The “draft Policy Handbook on Natural Hazard Awareness and Disaster Risk Reduction” provides policy guidance in the field of natural hazard awareness and disaster risk reduction education to governments. It is based on a stocktaking of country initiatives to promote risk awareness and education on natural perils and related risks performed by the OECD and covering selected OECD countries as well as two major non-OECD countries, China and India.

A draft version of the handbook was made available for public consultation at the beginning of 2009. Stakeholders in OECD and non-OECD countries with an interest or expertise in natural catastrophe risks submitted comments which were considered in the preparation of a final version of the policy handbook which was published as an OECD Council Recommendation in December 2009.

This handbook was developed under the auspices of the OECD Insurance and Private Pensions Committee and the High-Level Advisory Board to the OECD International Network on the Financial Management of Large-Scale Catastrophes.
