Draft Guidelines on the Governance of State-owned Enterprises in Southern Africa

In October 2012, the SOE Network for Southern Africa agreed to begin work on developing a set of regional guidelines for SOE governance and established a Taskforce to guide the drafting process. A first draft was prepared for discussion at the Network's meeting in November 2013. The text has been updated to reflect comments made by national delegations during and following the meeting.

A revised draft is now available to all Network members for consultation with other members of the Network, within their own national administrations and stakeholders. It is recommended to share the Guidelines at the highest possible level in the respective countries and among stakeholders. Network members are invited to comment on the language of the draft, and suggest additions, exclusions or modifications to the recommendations and corresponding annotations. Consultations and feedback should be solicited by March 2014 and communicated to the OECD Secretariat 30 April 2014.
