This publication provides an understanding of the mutual influence of state fragility and service delivery. It offers guidance to donors wishing to strengthen service provision and governance issues.
In the 46th DAC High Level Meeting's opening session, Mr. Gurría underlined that the meeting agenda introduced major global policy challenges and reflected that globalisation is demanding increased and better global governance.

This Survey report is a key stimulus to improving medium term predictability of aid and it shows that most donors operate multi-year programming frameworks, allowing for predictability of aid.
France is one of the international community's key players in development co-operation, where it has some specific assets, in particular its close ties with many partner countries and its ability to combine multiple tools in support of their development.
