Results Measurement and Management



Development co-operation agencies face mounting pressure to demonstrate that aid is actually improving the lives of the world’s poorest people. Citizens are demanding their governments show how public spending is contributing to development. Resource constraints and strong accountability pressures have resulted in a widespread call to increase the focus of development agencies on managing and measuring for results. From the Paris Declaration to the Accra Agenda for Action, and more recently the December 2011 High Level Forum on Aid Effectiveness in Busan, there has been a great deal of momentum and political interest in development results over the years.


The OECD Development Cooperation Directorate is taking a fresh look at the results agenda in an effort to help advance results management among DAC members. As part of its work programme, it is conducting a review of development agency practice in results management including support to results systems in partner countries, with the aim of clarifying good practice in these areas.


The programme of work includes:

  • A survey of DAC members and observers providing a snapshot on where DAC members are at present in results measurement and management.
  • Workshop on the results agenda – 29 - 30 October 2013 – which focused on a selected number of major challenges in development agency practice in results management and provided an opportunity for mutual learning.
  • Other thematic workshops to promote sharing of experience on topical subjects.
  • Animation of a web platform to share knowledge and experiences.
  • A review on agency practice in results management.

The review provides insights to current practices. It describes the strategic, organisational and technical challenges organisations face and presents the reader with concrete examples on how agencies have addressed important aspects of the results agenda. The review concludes with key dimensions to improve effective results measurement and management.
