Fragile states require different approaches to development than those applied in better performing countries. The ten Principles for Good International Engagement in Fragile States and Situations (or Fragile States Principles) are designed to prioritise prevention and highlight the importance of acting while staying engaged long enough to give success a chance. Since 2009, we've been monitoring adherence to these principles through surveys in which fragile states voluntarily participate. The 2011 survey, with 13 participants, is integrated with wider aid effectiveness work to assess progress of all signatory countries of the Paris Declaration. This simultaneous effort highlights how the Fragile States and Paris principles complement each other.

Since 2008, the International Dialogue on Peacebuilding and Statebuilding has worked to establish international objectives in countries affected by conflict and fragility. The first such dialogue that gives fragile states a voice, it defines realistic objectives, sets the agenda for international support for peacebuilding and statebuilding, and helps ensure that the money that goes into fragile states meets specific needs. The April 2010 International Dialogue in in Dili, Timor-Leste, resulted in the Dili Declaration, which highlights seven key actions for moving forward constructively.
