Can't we do better?Fragile states require different donor responses. Our monitoring survey looks at how international engagement in 13 fragile and post-conflict states and territories has fared based on our ten Fragile States Principles. We also track progress against the principles of the Paris Declaration and Accra Agenda for Action. Aid to fragile states increases, but that's not the whole storyAccording to this year's factsheet on resource flows in fragile states, official development assistance to fragile states amounted to USD 46.7 billion in 2009, or 37% of total aid (up from 30% in 2008). But half of this aid went to only 8 out of 45 countries. And whilst emerging donors have increased their funding, DAC donors are giving less to fragile states than they have in the past. New thinking on stabilityTackling the challenges associated with fragility requires a concerted effort to support statebuilding. Our policy guidance introduces an internationally accepted framework and offers policy recommendations for a new approach. A "new deal" for fragile statesMore than 1.5 billion people live in fragile and conflict-affected countries. Caught in cycles of poverty and violence, few of these countries will achieve a single Millennium Development Goal by 2015. The New Deal for Engagement in Fragile States sets out five goals to give clarity on the priorities in fragile states. |
Effective engagementin fragile statesFragile states require different approaches to development than those applied in better performing countries. The ten Principles for Good International Engagement in Fragile States and Situations (or Fragile States Principles) are designed to prioritise prevention and highlight the importance of acting while staying engaged long enough to give success a chance. Since 2009, we've been monitoring adherence to these principles through surveys in which fragile states voluntarily participate. The 2011 survey, with 13 participants, is integrated with wider aid effectiveness work to assess progress of all signatory countries of the Paris Declaration. This simultaneous effort highlights how the Fragile States and Paris principles complement each other. Financing, risk management and resource flowsIn 2009, total resource flows in fragile states amounted to USD 480 billion, including aid, foreign direct investment, trade, remittances and domestic revenue. And whilst the global fight against poverty is progressing, fragile states continue to fall behind. INCAF's work builds clarity on how to ensure flexible financing that can balance urgent humanitarian needs with recovery and long-term development, focusing on three areas:
