Evaluating governance programmes


The evidence is clear: poor governance and weak state institutions constrain development. Interest in aiding governance reform processes has increased in recent years as donors recognise the importance of strengthening and using country systems to achieve common development goals. Still, development partners have struggled to find effective ways to support these national processes.  



Key messages of recent work on evaluating governance is synthesised in our Evaluation Insights #4: Effective institutions and good governance.


This brief synthesises the progress made in governance and institutional reform based on four major international studies, covering a total of 22 countries. The following areas have been selected for current relevance to policymakers: improving accountability and transparency; efforts to tackle corruption; centre of government and public financial management reforms; and results management in governance.





EVALNET has joined forces with the OECD DAC's Governance Network (GOVNET) to strengthen learning and accountability around programmes aimed at improving public governance in developing countries. To contribute to policy discussions in the Working Party on Aid Effectiveness and GOVNET, we analysed a set of major evaluations of budget support, anti-corruption efforts, public sector governance reform and the implementation Paris Declaration. This synthesis compiles evidence on key questions in the governance field and highlights relevant policy lessons.
