Preparation phase

Late 2001, the UK Department for International Development (DFID) launched an Evaluability Study of General Budget Support (GBS) in preparation of the GBS evaluation. This initiative followed from the increased financial as well as political importance of GBS. The aim was to explore the evaluability of GBS and develop an Evaluation Framework, which would subsequently be applied in the joint evaluation of GBS. The Evaluation Framework resulting from this Evaluability Study, has been extensively discussed at:

  • An informal two-day workshop on ‘Evaluating General Budget Support’ in Glasgow, 3-4 March 2003, hosted by DFID Evaluation Department under the aegis of the DAC Network on Development Evaluation; Final report of the GBS workshop in Glasgow.
  • A one-day workshop in Kampala, 28th May 2003, hosted by the Ministry of Finance, Planning and Economic Development of Uganda, where preliminary testing of the Framework had been undertaken.

The workshops clearly indicated that further evaluation activities on GBS were needed and demanded. Moreover, participants strongly supported the view that, as GBS is a joint-partner instrument for delivering resources to a country, it makes sense to conduct the evaluation jointly.

Accordingly, the DAC Network on Development Evaluation organised a planning workshop in Brighton (14-15 October 2003). This workshop, hosted by DFID Evaluation Department, brought together over forty evaluation specialists, economists and policy makers from a range of bilateral and multilateral agencies. The planning workshop agreed the scope and focus of the evaluation and established a Management Group (MG) and Steering Group (SG) and the joint evaluation of GBS was formally launched. Final report of the GBS planning workshop in Brighton

The ‘Evaluation Framework’ document fed into the Terms of Reference (TOR) for the Joint Evaluation. The TOR describes the purpose of the evaluation as follows:

To assess to what extent, and under what circumstances, GBS is relevant, efficient and effective for achieving sustainable impacts on poverty reduction and growth. The evaluation is expected to identify evidence, best practice, lessons learned and recommendations for future policies and actions.

The Management Group for the Joint Evaluation of General Budget Support commissioned a Literature Review to inform ongoing policy development and to focus fieldwork in the forthcoming joint evaluation of GBS. The ‘Literature Review’ has been published by SIDA recently.

Evaluation phase

The study is being carried out by a consortium, led by the International Development Department (IDD), University of Birmingham and supported by:

together with local consultants in the study countries.

During the inception phase (August 2004 – May 2005), the consultants did inception visits to all 7 study countries. The Terms of Reference specify the Inception Report as follows:

An Inception Report, providing details of the proposed approach and methods and specifying the issues and themes to be studied, shall be submitted at the end of the inception phase.

The Final Inception Report has been approved in May 2005, and has been published.

Fieldwork in all 7 countries was completed in July 2005. The full draft Country Reports were submitted in September and were discussed at a Steering Group meeting on 5-6 October 2005 in Reading, UK. The Revised Country Reports and a draft Synthesis Report were discussed at a Steering Group meeting on 14-15 February 2006 in Edinburgh, UK. All Reports are now being finalised and will be made public on April 24th.

An international Dissemination Conference to present final results has been scheduled for 9-10 May 2006.
